In the Italian transfusion system, self-sufficiency of labile blood components (red blood cells, platelets and plasma) and plasma-derived products is ensured by voluntary, periodic, responsible and unpaid donation.

Self-sufficiency is a strategic goal for Italy, both under normal conditions and in emergencies when unpredictable circumstances can compromise the regular collection, production and availability of blood and blood components.

Every year, the Ministry of Health submits the National Self-sufficiency Programme that is based on data provided by the Italian National Blood Centre (CNS) and the regional coordination centres. The programme, drawn up after an assessment of consumption and needs, defines the necessary production levels, resources, the criteria for financing the system, the organisational methods, the tariff references for compensation between the Regions, and the levels of import and export that may be required.
