The economic management of compensation between regions: since 2010, the mobility of labile blood components has been included in the national healthcare mobility, therefore in Italy’s Transfusion Services Information System (SISTRA) a dedicated function has been created for the management of information on the transfer of labile blood components. This function can be used exclusively by regional coordinators of transfusion activities and requires the region that transfers homologous and autologous units to other regions to enter the transfers in the appropriate section; this entry is possible either by downloading XML files or directly online.
The region that has received the requested units must approve this acquisition in the system, which at this point goes from “sent” to “approved” status and can be economically evaluated. By 15th May of the year subsequent to the year of offsetting, the entire process of approving and consolidating the offsets is concluded and an economic matrix containing the annual reporting of the asset and liability balances for each region and autonomous province is generated. This matrix is transmitted to the health mobility contact persons of each region and autonomous province, and to the national health mobility coordination centre.
